Carlton is Melbourne University’s suburb, with grand Victorian terraces on the tree-lined streets and a very large amount of student-focused apartment stock closer to the campus and Lygon Street.
Carlton is the sharpest example in Melbourne of two markets in one postcode. The heritage terraces are substantial, expensive and finance as period housing. The student apartments are compact, plentiful and among the most restricted properties in the state for lending purposes.
For the apartments, expect minimum size thresholds to be a real obstacle, concentration limits to be reached in many buildings, and postcode restrictions to apply with a number of lenders. Purpose-built student accommodation is declined outright by most mainstream lenders regardless of deposit.
For the terraces, it is high value lending with extensive heritage protection. Renovation scope is constrained, approvals take time, and the buildings themselves are old enough that structural work is routine rather than exceptional.

Yes, provided it meets minimum size requirements and the building is not at lender concentration limits. Larger, older apartments in small blocks are generally straightforward. Compact modern stock aimed at students is where the difficulties concentrate.
Heritage approval alongside standard planning, structural work that is routine on buildings of this age, and difficult site access on narrow inner-city blocks. Costs run well above new construction per square metre, and construction loans follow approved plans, so the timeline extends.
Some do, applying reduced maximum loan to value ratios on apartments given the high supply of student-focused stock. It typically does not affect houses. Since policies vary, the required deposit on the same apartment can differ substantially between lenders.
